Festivals THE QUEER FILM FESTIVAL AND THE CREATIVE INDUSTRIES 41 did not occur in Europe until 1984 in the former Yugoslavia, now Slovenia. Festivals subsequently began in Central and Western Europe throughout the 1980s. Rhyne’s second historical phase sees the beginning of MQFF and the ﬁrst few years of HKLGFF. Rhyne characterises this period by “newly deﬁned relationships between gay and lesbian ﬁlm festivals, and the commercial industry” (Rhyne 2007, 4). This second wave of development saw both the professionalisation of existing festivals and the birth of new organisations—mostly in North America and Western Europe.
The framework of the social enterprise will allow me to interrogate how the queer ﬁlm festival accomplishes its social mission and how it strengthens the queer community in terms of economic viability. THE SOCIAL ENTERPRISE A common theme we have seen reoccur in ﬁlm festival studies is the delicate balance of commerce and culture.
